In order to fuel the industrial development, Ningxia introduced a water trading system in 2003, through which water quotes for agricultural purposes can be sold to industrial companies in exchange for the investment in the renovation of dilapidated irrigation facilities and other water conservation projects.
A region plagued by limited water resources in Northwest China, Ningxia has managed to divert an additional 22 million cubic meters of water to industrial use over the past five years without a substantial increase in overall water consumption.
The reuse rate of industrial water now stands at 60 percent in Ningxia while its water consumption per 10,000 yuan (1,543 U.S. dollars) of industrial added value has dropped by more than 30 percent. (Xinhua/Peng Zhaozhi) (ljh)

MICHAEL JACKSON FACES NEVERLAND AUCTION
Fallen King of Pop Michael Jackson may lose his Neverland ranch if he fails to pay nearly $25m (£12.5m) he still owes on the property.
The sprawling California residence will put up for sale at a public auction on 19 March unless the singer pays more than three months' arrears.
According to court documents, the auction is to include the house and everything on the estate including "all ferris wheels, carousels, merry-go-round type devices... and all amusement ride equipment and facilities of every kind or nature".
Jackson has not lived at the property since his acquittal in 2005 on child molestation charges.
He bought the ranch in 1987 and named it after the island in the story of Peter Pan, where children never grow up. It was intending as a fantasy-land for children.
Mr Jackson built a zoo and fairground on the 2,800 acre (1,100 hectare) property in Los Olivos, a popular tourist spot north-west of Santa Barbara.
It was closed in 2006 after he failed to pay his staff or maintain proper insurance.
Financial Title Co. has now filed the notice of trustee's sale with Santa Barbara County Superior Court, setting the auction date for next month.
