October 7, 2013 - Tijuana, Baja California, Mexico: Susi Leal, an outreach worker for a research project into HIV and injecting drug use, reveals her contempt for a passing policeman in city's red light district as she tries to locate project participants who are due for blood tests. She holds a clipboard with their names and ID photos. Susi, who is HIV-positive herself, injected heroin for decades and lived in the Tijuana River Canal as a homeless person for eight years. She almost lost her right arm as a result of an infection from needles. Her personal history has given her a wide network of contacts among the city’s marginalized populations. While the United States has seen deaths from HIV/AIDS plummet over the past 20 years, across the border in Tijuana, infected people have continued to die at a fairly constant rate and the virus is still readily spreading among many high-risk populations such as people who in inject drugs, sex workers, men who have sex with men, and transgenders. Tijuana, like many resource-constrained locales worldwide with concentrated HIV/AIDS epidemics, has been slow to adopt the proven treatment and prevention strategies that have checked HIV in the United States, Europe, and Australia. This story profiles people at risk and the already infected, and shows why, in their situations, Tomorrow Is A Long Time. (Malcolm Linton/Polaris)
