    Although Japan's constitution still bans re-armament , this country returned to the ranks of the world's military powers with the establishment on July 1st , 1954 , of the National Defence Agency with it's three services of land , sea and air . The immediate objective of the three services will be a 140,000-man Army , a 39,000-ton Navy and a 167-plane Air Force . Japan's first post-war Defence Minister will be Tokutaro Kimura , a former lawyer , whose position will be Director - General of the Defence Agency . The supreme Commander will be the Prime Minister . The predecessors of the new military establishment - the National Safety Corps and the Coastal Safety Corps - were limited to domestic operations or quelling internal upheavals . The new defence forces , in addition to engaging external enemies , will be used in coping with internal upheavals and natural disasters .
